UK government has launched a public consultation to gather input that will help shape the future of construction product regulation. The Construction Products Reform Green Paper sets out proposals for institutional and regulatory changes to strengthen safety, accountability, and quality across the construction sector. The consultation follows the government’s commitment to reforming the industry in response to the Grenfell Tower tragedy.
The final strategy will be developed following this consultation, which closes on 21 May 2025.
Background
The Construction Products Reform Green Paper is a key step in the UK government’s efforts to address critical gaps in the construction product regulatory system. Following the tragedy at Grenfell Tower and the two subsequent independent reviews, the government recognises the need for significant reform to ensure that safety and quality are prioritised across the sector.
The proposals outlined in the Green Paper focus on strengthening regulatory oversight, improving product testing and certification, and ensuring that unsafe materials are removed from the market. These reforms aim to enhance confidence in UK construction products, supporting economic growth, infrastructure delivery, and the government’s ambition to build 1.5 million new homes over this parliamentary term.
Expanding regulatory coverage to include all construction products will help eliminate safety risks, ensuring that UK building materials meet the highest standards. The government is also proposing stronger enforcement powers for regulators to hold manufacturers accountable.
