Why are pallets called a 'Secondary Containment Item'?

A pallet is called a 'secondary containment item' because it is designed to catch leaks and spills and minimise the consequences of a failure in the primary containment system by preventing the uncontrolled spread of the hazardous substance.

A Spill Pallet is a bunded secondary containment item that is designed to hold chemicals in drums, IBCs or containers.
